Mitigating risks in operating fast evolving aquatic facility technology

Mitigating risks in operating fast evolving aquatic facility technology
September 8, 2023

Industry risk and safety expert Ash Presser is inviting the owners and operators of all types aquatic facilities - including recreational pools, wave pools, surf parks and wave machines - to help him in extensive research he is conducting through Federation University.

The study, which is focusing on public safety outcomes associated with recreational wave pools, dynamic surf parks and static wave machines, seeks to encompass multifaceted dimensions, including an analysis of legislative frameworks, risk management, safety systems, training methods, and an in-depth exploration of user experiences and incident analysis.

Presser, the Workplace Health, Safety and Environment Manager for Clublinks Pty Ltd and Facilitator, Senior Consultant and Lead Auditor for Aquatic Risk Services Australia, advises “in our commitment to advancing research, we invite owners and operators to take the opportunity to shape the future of safety within the industry by registering as a research participant.”

Explaining his research, Presser states “the aquatics industry is undergoing a profound transformation, far beyond the familiar confines of the standard recreational pool.

“Powered by rapid technological advancements, this evolution has given rise to a burgeoning landscape of recreational wave pools, surf parks and cutting-edge wave machines.

“Yet, this sector remains predominantly unregulated, presenting a compelling case for specialised risk management controls and proactive interventions to address the complex challenges presented in these unique environments as no two environments are the same.

“As technology continues to advance and propel this industry forward, it becomes increasingly imperative to adapt and expand safety measures to ensure the utmost protection and innovation across these amusement and aquatic offerings.”

Prior to his current roles, Presser established operational and safety management systems for a recently opened Melbourne surf park with his work garnering recognition from professional and regulatory bodies including National Safety Council of Australia and WorkSafe Victoria.

Later this month he will be addressing the international Surf Park Summit in San Diego, California, USA on the critical topic of Mitigating Risk and Liability in the Surf Park Industry.

Commenting on this presentation, he notes “as with any sport or leisure activity, surf parks come with inherent risks and potential liabilities for owners, operators and participants.

“(My) discussion promises to be a deep dive into the risks and liabilities associated with operating a surf park, encompassing vital aspects such as the classification of surf pools versus wave pools, lifeguarding, staff training, safety measures, emergency protocols, and the intricate legal considerations that are paramount in this dynamic industry.”

Inviting input to his pioneering research, Presser adds “all participation remains strictly confidential and in exchange, research participants will gain access to an exclusive offering - a facility risk exposure and safety report, complemented by a suite of additional benefits.

“The overarching goal is to understand existing data in order to improve safety systems, risk frameworks and incident management. Including, the realm of legal and ethical considerations, safeguarding against legislative exposures, liabilities, and the diligent exercise of due care stands as an essential imperative.”
