Papua New Guinea's Chung was elected unopposed at the OFC's congress on Sunday in Pago Pago, American Samoa. New Zealanders Frank van Hattum and Fred de Jong withdrew their candidacies before the vote.
Malaysia-born Chung, told Reuters, "I thank you for entrusting me with the position of OFC president.
"I am truly humbled. You can be rest assured that I will do everything possible to promote unity, solidarity and transparency."
Chung, who will hold the position until 2014, added "to the FIFA President, we are indebted to you for your continued support. In return, I can say that on behalf of all member association presidents we are behind you 100%."
Chung assumed the role in an interim capacity after Temarii was implicated in the London Sunday Times sting ahead of the vote for the 2018 and 2022 FIFA World Cup last month. Tahiti's Temarii last week appealed his 12-month suspension from FIFA after he was found guilty of breaching guidelines by the governing body's ethics committee.
