read moreTo meet the challenges it presently faces in terms of sustainability and future growth, Live Performance Australia (LPA) is calling on the next Federal Government to back the live performance industry.
Having recently released its annual 'Ticket Attendance and Revenue Survey', which a slight decline in revenue and attendance in 2012, LPA has identified the following key areas for the next Federal government to address:
1. Greater Support for International Touring
The industry widely welcomed the Coalition's 'Playing the World' initiative and believes the current (Federal) Government's decision to cut it was regrettable. A reinstatement of a similar investment in international touring is required if the industry is to be in a position to leverage international opportunities, particularly in Asia. The small to medium arts sector, in particular, has been very successful on the international stage, but constantly struggle to make tours viable.
2. Support and Investment Incentives for the Creation of New Work
An ambitious new commercial work like the musical 'King Kong' provides significant employment opportunities and puts Australia at the cutting edge of new technology globally. However, it is a very expensive undertaking which presently receives no government assistance. We encourage the next Federal government to develop stronger support mechanisms for new work in both the commercial and subsidised sectors, either through a dedicated investment fund for new work or private sector investment incentives.
3. Strengthening Industry Interconnection with National and Elite Training to Better Align Education Outcomes with Industry Needs and Expectations
There is still work to be done to strengthen post-secondary training pathways for career opportunities in the industry. We welcome further review and increased dialogue between the education sector, government and industry to ensure national and elite training in Australia contributes to the enhanced success of the industry. Whilst a Training Strategy is mooted in the present Government's National Cultural Policy, it was not funded.
4. Compensation and Education Campaign Around Wireless Spectrum Switchover
As a result of the Federal Government's recent sell off of digital spectrum to telecommunications companies, it will be no longer legal to operate wireless microphones in the radio frequency spectrum between 694Mhz and 820MHz after 31st December 31st 2014. This means that:
• Around 40% of the spectrum previously available for use is to be removed, and that
• At least 150,000 radio microphones currently in use will need to be switched off and scrapped.
No financial provision has been made by the Government to assist with the transition, despite the $2 billion in income the Government took from the sell off.
Inadequate financial support has been provided to the Australian Communications and Media Authority (ACMA) and industry in support of a public education and communications campaign.
5. Maintain Support for Energy Efficiency and Climate Change Programs for Industry
LPA was recently successful in obtaining an Australian Government Energy Efficiency Information Grant (EEIG) to deliver information specifically developed for small to medium enterprises (SMEs) throughout the industry supply chain. This is important work which will help to reduce the industry's carbon footprint, and improve the government's return on investment by reducing energy costs. Our members do not want to see this program cut.
6. Support for ACCI Priorities
LPA is also a member of the Australian Chamber of Commerce & Industry (ACCI), and supports the following ACCI Policy Priorities for small and medium sized business:
• Cut Down on the Red Tape – the cost and time to business involved in complying with regulation is suffocating small business
• Reduce and phase our payroll tax – taxing employment makes no sense when we want businesses to grow
• Force governments to pay bills on time or pay interest
• Let employers and employees make agreements with the protection of the National Employment Standards safety net. There are presently two shows where the producer has negotiated employment arrangements above the Award for the Crew and the MEAA is trying to force them to bargain a collective agreement. Our members are currently compelled to negotiate in good faith once bargaining commences, and can be legally subject to protected action if the bargaining does not succeed
• Keep Bullying out of Workplace Relations law. Bullying is too diverse an issue to be part of the workplace relations litigation space, and should be covered by a Workplace Health and Safety (WHS) Code of Conduct
• Reinstate the Australian Building and Construction Commission (ABCC), which provides protection from militant unions for (LPA) members working in the exhibition industry.
